Individuals will need to have an understanding of HTML, CSS, and JavaScript at minimum in order to be a front-end developer. There are all kinds of online courses available on how to get started. Becoming a front-end developer is not only about learning various front-end frameworks and programming languages, but about the interaction, responsibilities and roles as well.

A degree is not necessary, but if one wants to be able to move past making small websites, it will be beneficial to take courses (online or otherwise) in more advanced topics, such as security, database administration, linux or apache administration or front-end concerns like WAI or ARIA and 503 Compliance. Because the web is a rapidly evolving universe, great front-end developers should never stop learning.
